The Days that Shocked Cyprus: an Evaluation of the Campaigns on the Annan Plan Cyprus has always been attractive to invaders due to its strategic position, its natural resources and its economic prosperity. Since 1974, 37% of Cyprus has been under occupation by Turkish troops.Negotiations between the Greek and Turkish Cypriots have failed several times.
The Secretary General of the United Nations, Mr. Kofi Annan, called the Greek and Turkish Cypriot communities to engage in new negotiations in 2002. Both Greek and Turkish Cypriots were called to vote upon the acceptance of the final ‘Annan Plan V’ through a referendum held on the 24th April 2004.
The limited time, the lack of strategy plans as well as the deficient promotion of the ‘Yes’ campaigners, prevented them from winning in the referendum. The ‘No’ campaigners managed to run a more successful campaign, through excellent material production, exceptional promotion of their views and ideas through popular personalities of the island as well as through constant communication with the public and great organisational skills.
Referendums in other countries have been using similar ways as the campaigners in Cyprus used but to a larger extent. Political campaigning and communications are not sufficiently developed in Cyprus. Therefore there was a deficiency in campaign strategies and organisation in both of the campaigns.
